Shavkat Mirziyoyev Cuts 284 Positions in Presidential Administration

Tashkent, Uzbekistan (UzDaily.com) — President of the Republic of Uzbekistan Shavkat Mirziyoyev has signed a decree titled “On Measures to Increase Efficiency, Proactivity, and Effectiveness in the System of Public Administration,” which approves a new structure for the Presidential Administration.

Under the decree, 284 staff positions have been eliminated as part of an optimization effort, and redundant roles have been abolished.

The document outlines five key priorities for the Presidential Administration’s activities: development of education, improvement of the business environment, enhancement of the judicial and legal system, healthcare reform, and rational management of water resources. To coordinate reforms in these areas, five Deputy Chiefs of Staff positions have been introduced.

The renewed structure also includes the establishment of new advisory roles to the President on strategic development and foreign policy. Specialized departments have been created in areas such as financial technologies, digitalization and artificial intelligence, development of the creative economy and tourism, public safety, and the rule of law.

Additional units have been formed to handle the preparation of analytical materials for meetings and regional visits, organization of events, and coordination of communication policies.

According to the presidential decree, the autonomy of ministries and agencies in decision-making processes will be significantly strengthened. This is intended to reduce bureaucracy and foster a more proactive and initiative-driven approach within government bodies.

The document also sets out a clear division of regulatory responsibilities: a specific list will be established to determine which matters are to be regulated by Cabinet of Ministers’ resolutions, departmental regulatory acts, or decisions of local government authorities.

From now on, ministries and agencies will be granted the authority to independently adopt regulatory acts within their respective jurisdictions, governing the industries and sectors under their purview.

Additionally, the procedure for state registration of departmental acts with the Ministry of Justice is being simplified. A new mechanism is being introduced that allows for revision and editing of documents during the registration process. The inclusion of new legal provisions will also be permitted when aligning acts with international standards, thereby facilitating the harmonization of national legislation with global legal practices.
