Tashkent, Uzbekistan (UzDaily.com) — In the first half of 2025, Uzbekistan recorded a significant increase in the implementation of government programs related to mortgage lending and housing provision.

These initiatives are being carried out in line with Presidential Decree No. PF–26, dated 21 February 2025, which approved the main parameters for the provision of housing under market conditions through mortgage mechanisms.

During the first six months of the year, more than 30,000 apartments were commissioned across the country — a 2.1-fold increase compared to the same period in 2024.

Commercial banks issued mortgage loans totaling 9.437 trillion soums to 31,589 citizens. This is 2.5 trillion soums, or 1.4 times, more than the amount issued in the first half of the previous year.

Special attention has been paid to supporting low-income citizens. In the first half of the year, 75,271 people received subsidies totaling 938 billion soums. Payments also continue for subsidies previously granted earlier in 2025, which remain valid.

According to Presidential Decree No. PF–26, housing construction plans for 2025 include a total area of 8.1 million square meters, comprising 135,000 apartments nationwide.

To support the development of the housing and mortgage markets, 20.9 trillion soums in mortgage loans are earmarked for issuance this year. The number of subsidies to cover part of the down payment and interest on mortgage loans has been increased by 1.5 times, with 2.5 trillion soums allocated from the State Budget.

In particular, 30,000 low-income citizens in need of housing are expected to receive subsidies this year.
