Tashkent to Raise Heating and Hot Water Tariffs by 15% from October 1
Tashkent, Uzbekistan (UzDaily.com) — Starting from 1 October1, Tashkent plans to increase tariffs for heating and hot water for households by 15%. The announcement was made on 12 August by Sevara Pardaeva, General Director of Veolia Energy Tashkent, the operator of the capital’s district heating system, during a session of the city’s Kengash of People’s Deputies.
Currently, the retail tariff for hot water and heating is 121,617 soums per 1 Gcal (excluding VAT). After the increase, the cost will exceed 139,800 soums per 1 Gcal (excluding VAT).
Veolia has also proposed raising tariffs for legal entities by 40% and for budget-funded organizations by 19%. If approved, prices would reach 342,200 soums for legal entities and 954,300 soums for budget institutions.
The tariff hike must be approved by the Tashkent city Kengash of People’s Deputies and the city mayor, who will set the exact date of implementation.
The last tariff increase for heating and hot water took place on November 15, 2024, when household rates rose to 121,600 soums per 1 Gcal (excluding VAT) and rates for legal entities to 244,490 soums. That was the second increase of the year, following one in April.
Veolia Energy Tashkent previously explained tariff hikes as a result of rising energy costs for heat generation, noting that the household tariff covers only 18% of the base price, with the remainder subsidized by the state.
