The Draft Law on Public Order in Mahallas Passed in Second Reading by the Legislative Chamber

Tashkent, Uzbekistan (UzDaily.com) — In its second reading, the Legislative Chamber of the Oliy Majlis reviewed a draft law aimed at creating a safe environment in mahallas, introducing an early-warning system to prevent offenses, and improving the overall effectiveness of maintaining public order.

The proposed law seeks to enhance the operation of public order units within mahallas, particularly in areas with high crime rates. To this end, it introduces the positions of senior and junior prevention inspectors. However, it is noted that, currently, only mahalla prevention inspectors have the authority to review cases and make decisions, while the new positions lack such powers.

The draft also addresses the inefficiency of current administrative procedures. Although patrol officers have the authority to draw up reports on detected violations, the decisions on these reports are made by heads and deputy heads of internal affairs departments, as well as other officials who are already overburdened with existing responsibilities. This results in delays and creates bureaucratic hurdles for citizens.

To resolve this, the draft proposes expanding the powers of patrol service leadership, allowing them to independently review administrative reports prepared by their staff. According to the drafters, this measure would streamline the process, reduce the workload on other units, and improve the overall efficiency of the system.

The adopted amendments are aimed at stabilizing the situation in mahallas, preventing offenses, reducing red tape, optimizing resource use, and strengthening public safety.

The draft law was approved by deputies in the second reading.
