Uzbek President Approves Measures to Support Individual Entrepreneurs and Self-Employed Citizens through 2030

Tashkent, Uzbekistan (UzDaily.com) — On 11 August, President of Uzbekistan Shavkat Mirziyoyev reviewed a presentation dedicated to creating favorable conditions for individual entrepreneurs and self-employed citizens.

The development of entrepreneurship in the country is recognized as a strategic priority, as this sector plays a key role in ensuring economic growth, creating jobs, and improving living standards. Accordingly, systematic work is underway to simplify business regulations and expand accessible services, largely through the introduction of digital technologies.

To establish a transparent entrepreneurial environment and expand cashless payment options, a comprehensive package of new measures has been developed. In particular, a special legal regime will be introduced for individual entrepreneurs and self-employed persons, effective until December 31, 2030. An integrated digital platform is planned to be developed, which will unify essential services: from state registration to reporting submission. Through this platform, entrepreneurs will be able to register their activities, open and manage bank accounts, calculate and pay taxes, conduct transactions, and generate fiscal receipts.

Within this system, an electronic wallet will also be introduced, enabling users to receive income, make payments to employees, contractors, and organizations, as well as timely pay taxes and other mandatory fees. For entrepreneurs and self-employed individuals using the electronic wallet, opening bank accounts will no longer be mandatory.

Starting from 1 November 2025, QR code technology and “tap to pay” will be implemented. Document signing will be possible without an electronic key, using remote biometrics and an SMS notification service, equating such transactions with paper documents. A pilot system for daily payments will also be launched, simplifying payroll transactions through the electronic wallet.

From 1 January 2026, a turnover tax rate of one percent will be established for individual entrepreneurs with an annual turnover of up to one billion soums and for self-employed citizens.

Furthermore, entrepreneurs and self-employed individuals will be required to have a special QR code for accepting electronic payments, which will be enshrined in retail trade regulations. Data on cash flow within the digital platform will be considered when reviewing credit applications.

The President supported the proposed initiatives and signed the corresponding decree aimed at creating comfortable conditions for the activities of individual entrepreneurs and self-employed citizens.
