Uzbekistan and ADB to Establish a Professional Training System for Public Procurement Specialists

Tashkent, Uzbekistan (UzDaily.com) — On 15 August 2025, Sarvar Nazarov, Director of the Public Procurement Policy Department at Uzbekistan’s Ministry of Economy and Finance, met with Julian Docci, Senior Specialist on Public Procurement at the Asian Development Bank (ADB), and Scott Dicken, Director of the U.S.-based Charles Kendall Consulting.

During the meeting, participants discussed the prospects of a joint project aimed at creating a professional training system for public procurement specialists, including programs for continuous skills development.

At the initial stage, a study will be conducted to identify the nationwide demand and interest in the public procurement profession, as well as to assess the potential of existing training centers and mentors.

The discussions emphasized the development of training materials and their integration into the curricula of relevant educational institutions. The introduction of a certification system was also highlighted as a key step to standardize the assessment of specialists’ qualifications and designate an authorized body responsible for certification.

The Ministry of Economy and Finance’s Training Center was proposed as a potential base for training, professional development, and certification of personnel.

Additionally, the parties agreed to form a working group tasked with defining priority objectives and concrete steps for project implementation by the end of the year. Among other proposals was the inclusion of the profession “public procurement specialist” in the official classification of government positions.

The participants concluded the meeting by noting the importance of continued collaboration and expressed readiness to continue consultations on other related initiatives.
