Uzbekistan bans issuance of loans without citizens’ consent
Tashkent, Uzbekistan (UzDaily.com) — President of Uzbekistan Shavkat Mirziyoyev has signed a law amending legislation on the exchange of credit information.
The document introduces a registry of individuals prohibited from entering into loan agreements. This unified database will contain information on individuals who are not eligible for credit. The responsibility for maintaining the registry will lie with credit bureaus, while the Central Bank will establish rules for its operation and coordination.
Additionally, the law sets a minimum charter capital requirement for credit bureaus at no less than 2 billion soums.
The Central Bank will have the authority to impose sanctions on credit bureaus for violations, including non-compliance with credit information exchange regulations, consumer rights violations, and obtaining licenses using falsified documents.
If violations are identified, the Central Bank may issue orders for corrective action and impose fines of up to 5,000 sizes of basic estimated value (BEV).
The law also allows individuals to voluntarily request a ban on loan issuance in their name by submitting an application to a credit bureau. This measure is intended to prevent loans from being taken out without their knowledge. The ban and its removal can only be initiated by the individual.
