Uzbekistan Tightens Licensing Requirements for Private Universities

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced new regulations for licensing non-state higher education institutions.

According to Cabinet of Ministers Resolution No. 403, any applicant wishing to establish a private university must now submit a detailed institutional concept. This must include the university’s name, legal status, governance structure, academic programs, admission criteria, quality assurance measures, tuition fees, a five-year development plan, and other relevant information.

In addition, the applicant must form a charter capital equivalent to US$2 million and place US$350,000 in a deposit account.

The institution must own or lease an educational facility with a minimum area of 5,000 square meters. If leased, the rental agreement must be for a period of at least five years.

For the first five years of operation, at least 80% of the annual profit must be reinvested into the development of the institution. After this initial period, the reinvestment requirement will be no less than 50%.

The resolution will come into effect three months after its official publication.

Private institutions that obtained their licenses before the new regulations take effect must bring their operations into compliance by 1 January 2026.
