Uzbekistan to abolish preferences for importation of food products

Tashkent, Uzbekistan (UzDaily.com) -- Starting from 1 February 2018, Uzbekistan plans to cancel individual customs, tax and other benefits, as well as other preferences granted to certain economic entities to import food products into the country.
The General Prosecutor’s Office of Uzbekistan prepared a draft presidential decree “On measures to further ensure the country’s food security”.
From 1 February 2018, the President plans to prohibit the Cabinet of Ministers from making decisions, which provide individual economic entities with individual customs, tax and other benefits, as well as other preferences for import of food products into the republic.
It is expected that the President will instruct in 2018 to develop a set of measures to find and attract suppliers of food products, create equal conditions for them to enter the market, assist them in concluding contracts, transport and store imported products, as well as other measures aimed at full satisfaction demand of the population for high-quality and affordable food products.
In all regions of Uzbekistan, on the terms of public-private partnership, specialized storage facilities, storage facilities and cold rooms, as well as facilities for processing and packaging of food products will be created.
From 1 February 2018, purchase of socially important types of food products at the expense of the Fund for Ensuring of Price Stabilization in the Internal Consumer Market, as well as the sale of food products from state strategic and mobilization reserves, subject to refreshment, is carried out exclusively through the system of open electronic trading of commodity exchanges, the document said.
Uzbek leader also intends to cancel the ban on the sale (purchase) of consumer goods on commodity-raw stock exchanges of the republic. To purchase and sell food products on open electronic trading of commodity exchanges, there is no need for a license to carry out wholesale trade.
Detailed information on planned purchases of food products, income and expenditures of the Fund will be published monthly on the Single Portal for Interactive Public Services.
Exchange brokers will be allowed to submit applications to commercial banks for purchase (sale) of foreign currency on behalf of the non-resident client at the expense of funds received from the sale of products in open electronic trading of commodity exchanges, and non-residents - legal entities - to open accounts in commercial banks Uzbekistan and to purchase (sell) foreign currency at the expense of funds received from the sale of products in open electronic trading of commodity exchanges.
It is planned to conduct a critical study of customs procedures and the system of transportation of goods across the customs border of Uzbekistan, with development of proposals for eliminating unnecessary barriers and obstacles, maximum simplification of customs clearance of goods and reduction of expenses for export-import operations.
