Uzbekistan adopts program to combat HIV spread in 2018

Tashkent, Uzbekistan (UzDaily.com) -- On 25 January, President of Uzbekistan Shavkat Mirziyoyev signed a resolution on measures to further improve the system of countering the spread of the disease caused by the human immunodeficiency virus in the Republic of Uzbekistan.
Uzbek leader approved a state program on countering the spread of HIV infection for 2018. The document said that material and technical base of AIDS Centers in Uzbekistan is morally and technically obsolete.
There is also no single information database, which would allow real-time analysis of the situation and make timely and effective decisions.
Currently, despite the recommendations of the World Health Organization on the initiation of antiretroviral therapy for patients since the diagnosis of HIV infection and regardless of the stage of the disease, only 47 percent of HIV-infected people are on treatment, and, in general, at the stage of disease progression.
There are threats of interruption in treatment and possibility of HIV strains resistant to used antiretroviral drugs, due to delays in procurement and supplies related to the lack of targeted allocation of funds from the State budget for these purposes.
The issue of providing dry infant formulas for children under 6 months old, born from HIV-infected mothers, has not been resolved to prevent vertical transmission of HIV from mother to child.
Preventive measures among HIV risk groups are realized only at the expense of donor sources. The document was adopted to improve situation in the sector.
The document said that it is necessary to conduct regular study of causes and conditions of HIV spread and develop comprehensive measures to combat spread of HIB.
It is planned to develop territorial plan to counter HIV spread based on regional peculiarities and mobilizing local financial, human and material resources.
The document added that it is necessary to develop and support local scientific research and innovative developments to prevent and treat HIV.
The document said that Uzbekistan should launch production of modern diagnosticums and test systems for detection of HIV infection and opportunistic (accompanying) diseases, including by attracting investments and developing public-private partnerships.
It added that special attention will be paid to training and retraining healthcare specialists and conducting joint researches in this field.
Uzbekistan will also strengthen material and technical base of specialized AIDS control institutions.
