Certain companies in Uzbekistan required to connect to electronic payment systems

Tashkent, Uzbekistan (UzDaily.com) — The Agency for Strategic Reforms, in collaboration with the Ministry of Economy and Finance, has developed measures to expand the use of electronic payment systems. These measures are part of the implementation of Clause 59 of the Action Plan for Reforms in Strategic Areas for 2024, which was approved by a presidential decree on 4 March 2024.

On 26 February, the Cabinet of Ministers adopted a resolution introducing additional measures to promote the use of electronic payment systems.

According to the document, starting from 1 July 2025, budgetary organizations providing services to the public, legal entities selling gas and petroleum products, as well as those renting out property, will be required to connect to electronic payment systems and ensure the availability of payment options through them.

Failure to accept payments via electronic payment systems will result in liability under tax legislation.

Additionally, the Agency for Strategic Reforms, together with the government’s economic sector and the Central Bank, will develop and publish a Comprehensive Program to increase the share of electronic payments for the period 2025–2030.

The goal of this program is to implement targeted measures to achieve a 60% share of online payments, aligning with the strategic objective outlined by the President of Uzbekistan during a session of the Legislative Chamber of the Oliy Majlis on 20 November of last year.

The adoption of this resolution marks an important step toward modernizing the country's payment infrastructure, enhancing the transparency of financial transactions, and creating more convenient conditions for both the public and businesses.
