President reviews progress in land registration and cadastre development

Tashkent, Uzbekistan (UzDaily.com) — On 29 April, President Shavkat Mirziyoyev reviewed a presentation on recent progress and future plans in the field of land registration and the development of the cadastre system in Uzbekistan.

Uzbekistan has a total land area of around 45 million hectares, but until 2021, only 1 million hectares had been entered into the state register. In recent years, the introduction of a unified digital system has enabled the registration of 42 million hectares, covering 94% of the country’s land.

Particular attention has been given to registering lands from the forest and water funds, protected areas, and forming 13 state cadastres—including those for transport, communication, geodesy, energy, and roads—with work nearing completion in another 7 areas.

A key goal is to regulate real estate relations. To this end, the UZKAD system was launched, serving as a unified database that guarantees the accuracy and legal validity of real estate information. It currently includes data on 150,000 residential properties, 707,000 non-residential facilities, and 44,000 apartment buildings.

Previously, many property owners lacked official ownership rights. Since the enactment of the Law “On Recognizing Rights to Illegally Occupied Land and Structures” on 5 August 2024, efforts to document and transfer ownership began in January 2025.

This year, an additional 400,000 individual houses are set to be registered in UZKAD, streamlining transactions such as sales, rentals, inheritance, and mortgages. Eventually, all 6.3 million individual homes across the country will be included.

Moreover, significant discrepancies between cadastral and market values in some regions have created legal and economic mismatches. To address this, a mass property valuation system is being introduced under a presidential decree from 5 March. A National Center for Mass Real Estate Valuation has been established under the Cadastre Agency, with a budget of 40 billion soums.

The mass valuation initiative will begin in Tashkent and gradually expand to Nukus, regional centers, and other areas.

President Mirziyoyev emphasized the importance of accurate cadastre data for effective economic planning and instructed officials to ensure data integrity, reduce bureaucracy, improve service quality, and facilitate ease of business operations.
