Uzbekistan Overhauls Film Industry Governance System

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will reform its system of film industry governance, including the termination of several state bodies and the introduction of new mechanisms for financing and expert evaluation. The decision was announced during a meeting between President Shavkat Mirziyoyev and representatives of the cultural and artistic community.

According to the announced decisions, the Republican Commission on Cinematography, as well as the National Council and the Artistic Council, will be abolished.

New film financing conditions

From 1 September this year, up to 30% of a film’s budget allocated under state orders will be directed toward promotion and advertising expenses.

The requirement for mandatory expert review of procurement contracts in film production will also be abolished.

It was additionally noted that foreign companies participating in film production in Uzbekistan will be exempt from taxes.

Incentive and revenue distribution system

Under the new rules, 50% of revenues from screenings of state-commissioned films will be allocated as additional incentives for producers and creative teams.

To support the national film festival “Olting Humo,” 5 billion soums will be allocated annually.

New expert evaluation mechanisms

It is noted that the abolished structures did not ensure sufficient effectiveness in management and oversight, which served as the basis for their reform.

Instead, paid expert groups will be created, formed from industry specialists depending on the genre and subject matter of projects.

These groups are expected to include representatives of the Union of Cinematographers of Uzbekistan, the Writers’ Union, and the Composers’ Union.

Responsible agencies have been instructed to develop proposals for implementing a new transparent governance system in the film industry.
