Uzbekistan Senate Requests Report on Anti-Corruption Measures in Construction

Tashkent, Uzbekistan (UzDaily.com) — The Senate of Uzbekistan’s Oliy Majlis at its 15th plenary session considered the issue of sending a parliamentary inquiry to Minister of Construction and Housing and Communal Services Sherzod Khidoyatov regarding compliance with anti-corruption legislation in the construction sector.

During discussions, senators noted that construction is regarded as one of the key “engines” of the New Uzbekistan economy. They emphasized that reforms aimed at digitalizing processes, increasing transparency, and ensuring openness of operations are being consistently implemented in the sector.

At the same time, senators pointed to a number of systemic issues that, in their assessment, hinder the strengthening of the rule of law, the protection of human dignity, and the effective fight against corruption and conflicts of interest.

Particular attention was paid to the need to strengthen internal control mechanisms aimed at improving financial discipline and preventing abuse of official powers. Such measures were described as essential for improving governance efficiency in the sector.

The session also emphasized that compliance with safety standards at construction sites and the protection of workers’ lives are priority tasks requiring constant oversight by relevant agencies.

Senators raised serious concerns regarding the quality of handling citizens’ complaints, noting the need to reduce bureaucratic procedures and remove obstacles in protecting applicants’ rights.

Special emphasis was placed on the need to inventory and update outdated urban planning regulations in line with international standards and modern industry requirements.

The parliamentary inquiry requests the ministry to provide information on measures taken to combat corruption, ensure transparency in public procurement, monitor construction quality, and create safe working conditions.

Following the discussion, the Senate decided to send the parliamentary inquiry to the ministry.
